President Trump carried this district by nine points, but Representative Dan Donovan voted against the tax cut legislation signed by the president. Like many New York legislators, he opposed the restrictions on deductions for state-and-local taxes. However, that legislation is likely to be a big GOP talking point this year and Donovan’s position may open him to a challenge from the right. This is more serious in New York than many other states because there is a Conservative Party on the New York ballot.
