Representative Tom MacArthur won with 59% of the vote in 2016 but things are likely to be much more challenging in 2018. His opponent served in the Obama Administration and health care is emerging as a big issue. A late summer Monmouth University poll showed the fall campaign is beginning with the candidates essentially even.
